Description

Chemung Crossing is a neighborhood revitalization development that responds to the critical need for quality affordable housing for low-and moderate-income families in the City of Elmira. This project will revitalize blighted and deteriorated properties along South Main Street, West Henry Street and Harmon Street. It will transform a vacant lot, deteriorated buildings, and two historic buildings into six newly constructed buildings and two substantially rehabilitated buildings with 45-unit quality, affordable rental housing.

All units will be constructed using green building practices and incorporating energy efficiency measures that adhere to the EPA Energy Star Guidelines for Energy Star Labeled Homes Program. The substantially rehabilitated buildings are considered historic by the NYS Office of Parks, Recreation and Historic Preservation. Total project costs are estimated at $15.0 Million and will primarily utilize funding from Low Income Housing Tax Credits (LIHTC), HOME, New York Main Street, Federal Historic Tax Credits and State Historic Tax Credits.
