Passero Associates provided Master Planning services to this general aviation facility, which is situated next to an Interstate and lies in a floodplain with known wetlands, which limit development.
Passero Associates completed an Economic Study to determine the airport value and feasibility of municipal ownership, and prepared a conceptual Airport Layout Plan. Subsequently, the FAA agreed to fund the sale of the airport from a private entity to the Town of Erwin and bring the airport into the NPIAS. Passero Associates managed the acquisition and appraisal process of the airport from a private entity to the Town of Erwin to make the airport eligible for FAA grant funds. Passero then completed a first-time airport master plan, obstruction study and environmental assessment. The environmental work was completed in compliance with NEPA and SEQR regulations.
The focus of the Master Plan was to create an all-weather paved general aviation facility to better service the regional airport users. During the Master Plan an obstruction study analyzed the possibility to upgrade the visual approaches to non-precision approaches given the significant rising terrain to the east. The Master Plan forecasts identified the need for additional support facilities. The airport lies within a floodplain, which was considered during the layout of the proposed facilities. A runway extension is proposed and considers impacts from the adjacent Interstate. The ALP set of plans was prepared to FAA SOP 2.0 and 3.0 standards.
Several environmental assessments have been completed for the airport improvements, including wetlands delineation and coordination, completion of a Phase 1A and 1B archaeological investigations, and floodplain studies.
Over the years the declination in the area resulted in the runway being remarked.
Result: a paved all-weather runway, parallel taxiway and support system.
