In July 2013, SRF & Associates (SRF), now Passero Associates, performed a traffic impact study for the proposed Syracuse Inner Harbor Project. The proposed development involved over one million square feet of mixed use residential, retail, office, institutional, lodging, and museum uses. The site is located in a former industrial quarter of the City of Syracuse and has access to the Onondaga Creekwalk. Restored and upgraded, the harbor currently hosts an array of events such as concerts, festivals, and fireworks. The site will be accessed via new driveways along the existing roadway network within the Inner Harbor. Additionally, nearby I-690 and I-81 serve as major interstate arterials providing region-wide access to the proposed site.

The scope was determined in consultation with New York State Department of Transportation (NYSDOT) and the City of Syracuse. A total of seventeen (17) intersections were studied in detail through AM, PM and Saturday midday peak hour observations and turning movement counts performed by SRF and GTS Consulting. Sidewalks can be found throughout most of the proposed site. As a result of a comprehensive analysis, recommended improvements include: signal timing modifications; installation of a new three-color, fully actuated traffic signal; and providing pedestrian accommodations on-site and connections to off-site facilities where appropriate.
