The Whole Foods development required an extensive traffic impact study that encompassed 14 intersections including the I-590 ramp intersections with NYS Route 31. Each intersection was evaluated in detail to determine project impacts and appropriate mitigation. Intersection observations revealed that one study intersection was not operating consistently or correctly due to a malfunctioning signal controller. This observation lead to NYSDOT correcting the deficiency and improving travel along the corridor prior to construction of the project. Ultimately the study recommended adding two new traffic signals to the existing coordinated system as mitigation for project impacts. The analysis included timing and coordination plans for three peak time periods. Ms. Dake also designed the two new signals for the Whole Foods driveways, including pedestrian accommodations.
